Mikl-Leitner: Energy transition must not put a burden on home builders!

On August 28, 2025, the Governor of Lower Austria, Johanna Mikl-Leitner, spoke about significant changes to the Electricity Industry Act, which were announced by Economics Minister Wolfgang Hattmannsdorfer. Mikl-Leitner pointed out that it is not acceptable to punish home builders for necessary investments in the energy transition. She welcomed the planned exceptions for private photovoltaic systems, which were described as the “first significant improvement step”.

In her statement, Mikl-Leitner emphasized the pressing challenges in the energy sector, in particular the sharp rise in energy prices and their impact on competitiveness and prosperity. She called for a long-term reduction in energy prices and a fair distribution of network costs and emphasized that Lower Austria is considered a pioneer in the expansion of renewable energies. The state governor called for the entire republic to join forces to ensure affordable energy prices for everyone.

Support for home builders

Stephan Pernkopf, the deputy state governor, made it clear that he supports the exceptions for small photovoltaic systems and stands in solidarity with the house builders and energy pioneers. He also announced that he would closely monitor the implementation of the proposed changes and provide approval training if they are not implemented properly.

According to that Federal Ministry for Economic Affairs and Energy The amendment to the Energy Act includes comprehensive regulations for energy provision and the promotion of sustainable, climate-friendly energy policy. The focus here is on expanding renewable energy sources and increasing energy efficiency.

Energy transition as a goal

Austria is pursuing the ambitious goal of having 100% of its electricity supply come from renewable energy sources by 2030 and being climate-neutral by 2040. The introduction of the Renewable Energy Expansion Act (EAG) aims to increase annual electricity generation from renewable energy sources to a total of 27 terawatt hours, with 11 TWh to be generated by photovoltaics, 10 TWh from wind power, 5 TWh from hydropower and 1 TWh from biomass.

In view of current developments, the Renewable Energy Expansion Acceleration Act represents an essential measure to accelerate approval procedures for energy infrastructure projects. This law is to be passed in the National Council by the summer of 2025, as also in the Federal Ministry of Energy is presented.
