The plans for the Donau-Lobau tunnel and the S1 Wiener outdoor ring expressway have been providing discussions and protests for years. Mobility Minister Peter Hanke and Hartwig Hufnagl, the board director of ASFINAG, presented the developments of the controversial project on September 25, 2025, which is planned as a gap between Groß-Enzersdorf and Süßenbrunn from 2026. This project, which is supposed to pass on the Danube, attracts both supporters and opponents. Critics argue that the project is no longer up to date and has significant legal and content problems, as the environmental organization virus criticizes.

The clear legal situation is particularly controversial, which should currently be missing for the realization of the praise tunnel. There are currently allegations that there are no valid permits and that existing notices are unlawful. A legal opinion from the University of Innsbruck questions the compatibility of the project with EU law, which could lead to a further delay in the project. Environmental influences and traffic effects

The Donau-Auen National Park, in which the Lobautunnel is planned, extends over 9,300 hectares and is an important ecological area. Opponents of the project emphasize that the additional traffic load could endanger the climate goals. The Lobau, divided into upper and lower Lobau, has an area of ​​around 2,300 hectares, which corresponds to 24 percent of the entire national park area. Critical voices fear that traffic jams will only be shifted by opening the tunnel without sustainable solutions to focus on.

Construction costs are currently estimated at 2.7 billion euros, and fears are feared that they could continue to increase due to possible risks and construction delays. The start of the project was originally planned for 2014, but the start was delayed several times due to complex approval procedures and persistent protests. Protests that began in 2006 and culminated in an evacuation of a protest camp show social polarization on this topic.

State plans and future prospects

ASFINAG is responsible for planning, building and making up the Austrian motorway and expressway network and has examined various route variants in recent years. Transport Minister Hanke argues that the S1 is of central importance for the quality of life and the business location. He emphasizes that a comprehensive environmental impact assessment (RRP) is required before the approval of a project such as the Lobaut tunnel, which takes into account all essential environmentally specific aspects of the project and evaluates the effects on humans and biodiversity.

The RRP procedure, which is required for projects with considerable environmental impacts, took 9 years in this case and shows how complex and lengthy such approval processes can be. Additional legal challenges through ongoing proceedings at the European Court of Justice contribute to the uncertainty of the project and could further reduce the chance of completion soon.
