Errors in the planning committee: Khleslplatz development stems!
On August 27, 2025, it became known that a formal error in the administrative process of the planning committee with regard to the dedication of the Khleslplatz in Meidling will be remedied. The error concerned the late dispatch of the office for the planning committee on June 18, 2025. This error will be corrected in the meeting on September 2, 2025, and the pland document No. 8387 will be put again on the agenda. According to the city administration, however, this process has no effect on the content or the residents of the area.
Vienna is currently facing significant population growth, which increases the need for living space and infrastructure, especially in the areas of education and green spaces. The urban development plan takes these challenges into account and provides for a new area dedication and development plan for the Khleslplatz, which is to protect the historical ensemble and the adjacent green space. In addition, this plan enables the construction of a high school in the district. The suggestions of the public reacted by deciding on a reduction by a construction class and an expansion of the protection zone.
Protests and citizen participation
A central point of criticism is that the petition committee only treated the petition on June 27, two days after the decision. The initiator Dieter holiday described the procedure as "symbolic without substance" and sees citizen participation as inadequate. The planned development is regarded as a threat to the high quality of stay of the Khleslplatz, and the decision disturbs the protective idea of the protection zone and the urban development plan 2035.
Demands and measures
The initiative requires a limitation of the height to a maximum of 3.5 meters to avoid changes in existing buildings, as well as transparent procedures and a separation of dedication procedures. The lack of transparency on the part of the city government and the refusal of information by MA 21. Against the background of the planned buildings, which should become up to 13.5 meters high, the mismatch of the school buildings that are limited to 12 meters is also pointed out. The initiative states that the rededication primarily serves to interest private investors without offering a social or urban added added value.
Overall, the chronology of the procedure is viewed as an example of systemic failure in citizen participation, which demands more participation in urban planning. In this context, it is important to emphasize that the city of Vienna has been pursuing the "Master Plan Participative Urban Development" since 2017 in order to ensure the early involvement of citizens in municipal projects and to incorporate their local knowledge and needs into the planning.
In order to promote citizen participation, the city has taken measures such as the use of digital offers and more personal to achieve different target groups. The principles and rules for citizens' participation are binding and should help to better weigh different interests in order to get optimal solutions in urban planning.
