Health Summit: Progress and Solutions for the Eastern Region!

On September 30, 2025, Vienna City Councilor for Health Peter Hacker was pleased with the positive developments in the area of guest patient care in the eastern region. After the most recent discussions, Hacker received supportive letters from Governor Johanna Mikl-Leitner, the Lower Austrian patient advocate and the president of the medical associations. These letters are seen as progress in the negotiations, which are now in flux, as presse.wien.gv.at reports.

An essential part of the talks is the agreement that Lower Austria agrees to Mayor Michael Ludwig's proposal. This includes the nomination of a new state council who will take care of the preparatory discussions for the upcoming health summit. Hacker plans to contact the new state council this week to analyze urgent issues, particularly regarding financial developments.

Health care financing

A central aspect of the discussions are the financing details that are taken into account. The healthcare system in Austria is financed from numerous sources, mainly tax revenues and flat-rate contributions from social security institutions. According to information from gesundheit.gv.at, crucial funds come from the states, social security and the federal government.

In addition, the hospitals receive additional payments from patients as well as income from the special inpatient class, which includes private supplementary health insurance or self-payers. Funds are distributed to hospitals through various channels, including the Federal Health Agency and the state health funds, which are specifically responsible for financing hospital stays in public and non-profit acute hospitals.

Invitation to debate the problem

City Councilor for Health Hacker also invited the senders of the open letters to a joint meeting to discuss the issues raised in detail. This invitation is also addressed to the President of the Vienna Chamber of Physicians. Hacker is optimistic that, in collaboration with those involved, solutions can be found that meet both the needs of patients and the interests of taxpayers in the eastern region.

In summary, recent developments show that discussions about guest patient care are on a promising path and that the financial framework will have a decisive influence on future healthcare in the region. Continuing dialogue between stakeholders is seen as key to solving the existing challenges that exist in the healthcare sector.
