On August 17, 2025, the Lower Austrian state government issued a significant procedural order for the “Am Ziegelofen” landfill in St. Pölten. This measure aims to improve the environmental situation at the landfill. It is stipulated that only material that complies with the limit values of the Landfill Ordinance (DVO 2008) may remain in the landfill. All other waste must be treated or disposed of properly. The landfill operator has leeway in the selection of technical methods, while the authority monitors the planning and implementation of these measures.
As early as December 12, 2024, test pits were sunk in the current bulk area, which led to official investigations. These have confirmed that waste was deposited at the landfill that does not meet the acceptance criteria for a mass waste landfill. For this reason, a step-by-step renovation was ordered in order to create a consensus-based condition.
Renovation goals and approach
The central goal of renovation is to only leave waste in place that complies with the limit values according to DVO 2008. The area to be demarcated for the renovation work covers approximately 15,000 m² to a depth of 6 m, which corresponds to approximately 90,000 m³. The sanitary procedure provides for sector operation of a maximum of 25 × 25 m, with two sectors never being worked on at the same time. In addition, quality assurance will be implemented, which will include that material will only be reinstalled after characterization or, if not, disposed of properly.
Special findings, such as big bags, must be secured and examined separately. The measures are planned for the period until October 13, 2025, with completion by December 31, 2027. The renovation process will be carried out in four steps of around 22,500 m³ each, with each step taking a maximum of six months. A documentation report is created after each section.
Monitoring and odor reduction
The renovation work is carried out under the supervision of the officially appointed landfill supervisory body. Measures to reduce odors are also part of the plan. These include, among other things, negative pressure systems, gas collection systems and suitable technical systems and covers to minimize the burden on residents.
