EU plans Gigabudget: 2 trillion euros for security and agriculture!

Brüssel, Belgien - On July 16, 2025, EU Budget Commissioner Piotr Serafin presented an ambitious proposal to increase the multi-year budget (MFR) of the European Union from currently EUR 1.211 trillion to 2 trillion euros in the future. This significant change aims to better set the EU for future challenges, especially in areas such as defense, security and social support. Commission President Ursula von der Leyen emphasized the need for these reforms in Brussels.

One of the main goals of the new budget is flexibility. Serafin announced that the budget should be designed "more flexible, intelligent and ambitious" in order to be able to react to changing geopolitical conditions and internal requirements. This includes new output categories and a changed structure of the household.

The distribution of funds for the next few years provides for comprehensive changes. For example, 300 billion euros are planned for agricultural subsidies, while 131 billion euros should flow into defense. In addition, 865 billion euros are planned to support national and regional partnership plans. The aim of these new partnerships is to link local priorities with European support, which is intended to promote cooperation between Member States.

An essential aspect of the reform is also the promotion of less developed regions, for which 218 billion euros are provided. These funds are intended to help reduce economic inequalities within the Union and at the same time to strengthen the European social model.

Overall, the planned expenses are divided into three main structures: Europe's social model and quality of life, competitiveness, prosperity and security as well as global Europe. An additional section will deal with administrative questions. 52 programs are to be reduced to 16 to reduce the administrative effort.

In addition, a doubling of the funds for the Horizon Europe research program is planned, while the funds for military mobility and border protection are significantly increased. A triple increase in the funds for migration and border protection to 34 billion euros and a five -point increase in defense spending is planned to 131 billion euros.

A third of the funds should contribute to the support of biodiversity and climate goals. In addition, 200 billion euros for "global Europe", including development aid and support for neighboring countries, are planned. An additional 100 billion euros are to be made available for Ukraine outside of the MFR.

The financing of the extended measures should be carried out by five new sources of income - including tobacco taxes, corporate taxes, emission trading and electronic waste. As part of these new strategies, the EU Commission expects annual income of around 58 billion euros. From 2028, debts from the Corona construction fund "Next Generationeu" must also be paid.

The proposed changes, however, have come to concern: Co-rapporteur of the EU Parliament have already criticized that the funds for important priorities such as competitiveness, agriculture, defense and climate adaptation are too low. There are also uncertainties regarding the structures, especially when it comes to combining programs in so -called "megafonds".

Overall, the Serafin proposal represents a fundamental realignment of the EU budget and could have far-reaching consequences for the future orientation of the Union. It remains to be seen how these plans will develop in the final negotiating passage.
