New rules for displaced people: This is how basic services are changing!
In Austria there will be fundamental changes to basic services for displaced people from Ukraine from January 2025. States are discussing introducing new guidelines that would require refugees to sell their vehicles in order to qualify for assistance. According to a report in “Standard”, the coordination council of the federal and state governments decided on this regulation, but Vienna decided to take a different approach and maintain individual case reviews. This means that ownership of expensive cars will continue to factor into the decision. Those who drive a less prestigious vehicle have a better chance of receiving basic services, while people with comparatively wealthy means of transport are not taken into account if they have enough money for fuel and insurance, according to arguments from other federal states.
The situation is encouraging a dramatic increase in basic services in Austria, especially since the beginning of Russian aggression against Ukraine. In November, around 70,400 people were dependent on this support, with over 53 percent coming from Ukraine. The legal basis for supporting these displaced people is regulated by the “Displaced Persons Ordinance”, which grants special access to education, medical care and the labor market, such as Niederoesterreich.gv.at reported. For refugees whose right of residence lasts until March 4, 2025, a variety of information is provided, both in German and Ukrainian, to make their integration easier.
Important steps for displaced people
For basic supplies, displaced persons must submit an application to the respective district administration, which can also be done online. It is crucial to properly report your place of residence. A successful application requires proof of Ukrainian nationality and other relevant information, while an asylum application is not necessary. These regulations are intended to ensure that those in need of assistance receive appropriate support, while at the same time potential abuses can be identified.
