electoral system and listing the candidates
of the electoral system in Germany, known worldwide, is regulated by the Basic Law, which in Article 38 stipulates the right to vote for citizens. According to Wikipedia , all Germans from 18 years of age are allowed to take part in the elections. In order to protect equal opportunities, the hurdle for access to the Bundestag seats is five percent of the second votes or the profit of at least three constituencies. This means that voters not only choose their direct candidate, but also a party, which influences the majority relationships in the Bundestag.
The system is based on a mixed electoral system that includes both direct mandates and list mandates. Overhang mandates and negative weighting have been discussed again and again in recent years, especially with regard to fairness and representation in parliament. Law reforms, such as those of 2023, have addressed some of these problems by stating a fixed number of seats in the Bundestag of 630 and mitigated the overhang mandate.
The choice in Marchegg impressively shows how local political developments are related to the larger electoral system issues. Despite initial successes, there seems to be tensions internally that could influence the cooperation between the parties. In view of the vitality of the local election events, the next few months are of crucial importance for political stability in the region.
