On September 20, 2025, the revised recommendation "The tender and procurement of fire engines" was announced by the German Fire Brigade Association (DFV). This update is aimed at everyone who is responsible for the procurement of fire engines and represents significant progress in the legally secure handling of such orders. Lars Oschmann, the Vice President of the DFV, emphasizes the crucial role of vehicle creation for municipalities and fire brigades and emphasizes that these recommendations are relevant not only in Germany, but also in the context of the EU wing rights standards.
The revised recommendation extensively deals with the current legal requirements that have applied since April 18, 2016. The update, which was carried out after an eight -year break, aims to make the procurement processes more clearly and more efficient. The state -of -the -art document includes 90 pages and includes important information on budget planning, economy and legally secure order processing. The co-authors, including Nikolai Bodirsky-Pfeiffer and Jörg Fiebach, have worked on this recommendation in coordination with the Technology of Technology of the German Fire Brigades.
Legal framework and structural instructions
A central element of the specialist recommendation is the explanation of the requirements of the EU violation law, which the German public clients, typically municipalities, must be implemented. These requirements are particularly relevant for procurements that exceed the threshold of € 209,000 for classic public clients and € 418,000 for sectors. National procurement procedures below these threshold values are not treated deeply in the new specialist recommendation, whereby the principles of competition, transparency, economy and proportionality are considered mandatory.
The specialist recommendation also offers a detailed overview of the different types of award procedures that are defined in § 119 GWB. This includes open, not open, negotiation procedures as well as competitive dialogue and innovation partnership. The design of these procedures requires careful planning, starting with the creation of a requirement profile, which takes into account both tactical and technical requirements for fire engines.
Implementation and practical aspects
A crucial part of the procurement processes is the market exploration for the identification of suitable products and to determine the budget. In addition, the financial resources for procurement in the community's budget must be shown, a period of five years is recommended. The creation of the tender documents that include cover letters and application conditions is essential and must be completed before the tender is published.
Transparent evaluation methods required to determine the most economical offer must be clearly defined and recorded in the documentation. These requirements enable the municipalities to assign public orders fairly and take into account legal norms. Information on the relevant procedures and the possibility of taking unequal tenders are also available in the EU, as the European Union shows.
