A serious robbery was reported in Vienna on May 19, 2025, which occurred on an express train on April 21, 2025. Five male teenagers are wanted by the police after they extorted cash from a 14-year-old boy and physically attacked him. According to 5min.at, the perpetrators surrounded the victim and asked her to give them money. When the boy refused, the attackers punched him repeatedly in the face. Finally, they stole his ATM card and used a knife to force him to hand over the corresponding PIN code.

After the attack, the young people fled in an unknown direction at Vienna-Westbahnhof. The police evaluated video recordings and secured photographs of the suspected perpetrators. In addition, cash withdrawals were made from the victim's account using the stolen ATM card after the crime. The Vienna State Police Directorate is asking the public for information, even anonymously, to the Vienna State Criminal Police Office on 01-31310-33800.

The incident is part of a worrying trend in youth crime that has been observed in Austria in recent years. According to bmi.gv.at, the number of crimes committed by minors increased significantly between 2014 and 2023. The number of reports against 10 to 14 year olds grew from 6,311 to 9,730. This increase has led to the creation of an interministerial working group to combat juvenile crime, which has been active since March 2024. This group is led by Dieter Csefan, the federal coordinator of the youth crime task force.

A particular focus of the working group is on underage serious offenders who have committed up to 200 crimes. Many of these young people often do not have a regular daily routine and do not return to school after suspension. Youth gangs often fight for dominance in parks, resulting in ethnically motivated conflicts between groups including Syrians, Afghans and Chechens.

The spiral of violence among young people is fueled by social media and chat groups. The police see themselves as the enemy of the youth gangs, which leads to a culture of provocation and discontent between the groups. Robberies, like the one on the express train, are among the most common crimes, often involving defenseless victims. A well-known hotspot for such attacks in Vienna is the Stapelweg along the Danube Canal.

In order to counteract the situation, a draft amendment to the Security Police Act was drawn up, which is intended to prevent dangerous attacks by minors. A weapons ban zone has also been in force at Reumannplatz in Vienna since March 30, 2024. An increased police presence by the youth crime task force has been observed since March 2024. In a comprehensive survey from March to November 2024, 6,843 people were reported nationwide, including 1,756 minors.

The “Under18” project for young people aged 12 and over will place a particular focus on preventing and combating youth crime in 2025. The multidimensionality of the problem requires the cooperation of various areas of society, and the working group is divided into four sub-areas: law enforcement, law, youth and integration, and education and schools.
