City Councilor Halle decides on a new noise action plan for more quality of life
The city council of Halle (Saale) decided on level 4 of the noise action planning in a special meeting. The decision was not unanimous: the AfD voted no, while parts of the CDU abstained from the voice. Originally, the corresponding documents should be submitted to the State Office for Environmental Protection by November 18. Simon Kuchta, the head of the environment department, pointed out that no service provider could be found for this task.
January 18 is the deadline for the Federal Environment Agency to submit the documents to the European Commission. Around 18-20 percent of Halleers are affected by excessive noise. According to EU requirements, measures to improve the quality of life, to reduce the surrounding noise and to identify noise hotspots, have to be taken. Possible measures include speed 30, the use of whisper asphalt and the construction of noise protection walls.
health risks and implementation
The implementation of these measures, however, represents a weighing process between environmental protection and human matters. Kuchta emphasized the tense budget situation and described the comprehensive implementation of whisper asphalt as utopian. An amendment to the SPD was decided to implement the measures of the noise action plan in the context of existing urban concepts.
The noise mapping of Leipzig/Halle Airport is also included in the application. All urban departments are involved in the development of the measures. Silke Burkert from the SPD referred to the successful implementation of noise protection measures for schools and daycare centers in Jena. Alexander Raue's proposal from the AfD to reduce speed to km / h was insufficient. Eric Eigendorf (SPD) emphasized that the noise action plan was an important instrument for reducing noise. Dr. Silke Burkert referred to the health risks of noise influences and called for increased consideration of aircraft noise.
noise action planning aims to improve the quality of life in noise -related areas and to protect people's health, as is emphasized in a brochure of the Federal Environment Agency. This also documents the effectiveness of noise reduction measures and offers procedures for a quick estimate of the effects on the noise pollution of the population, which makes it a valuable contribution to the responsible authorities and the public.
