In a recent twist in the Ukraine conflict, Russia has made significant concessions on security guarantees for Ukraine's territorial integrity. In return, Russia has brought an end to the fighting and a possible return of civilians into play as a prerequisite for further negotiations and is offering to exchange 31 detained civilians. These developments follow a series of Russian attacks in Ukraine that took place before the summit and resulted in several casualties.
Challenges in implementing peace plans
Russian Foreign Minister Sergei Lavrov outlined the ideas on security guarantees that should come from the permanent members of the UN Security Council, including the USA and China. Other countries such as Germany and Turkey could also act as guarantor powers.
