New wind in the town hall: Baden-Baden's administrative structure in change
On October 1, 2024, an important reorganization of the administration came into force in Baden-Baden. Mayor Dietmar Späth presented the changes that promise a citizen -friendly and transparent administrative structure. Instead of the previous departments, there are now offices again, and a fourth department was also created. This happens to meet the increasing demands of citizens.
In a message to the citizens, Späth patience claimed during the conversion phase. "We want an administration that works efficiently and adapts to the wishes of the population," he said. This restructuring aims to improve internal cooperation and to increase the quality of the services for citizens.
new department for complex requirements
The administration faces growing challenges, which is why the structuring of the organization has been revised. A central element of this reform is the creation of another department that deals with services such as personnel, IT and legal matters that are becoming increasingly complicated. Späth emphasized the importance of these adjustments to meet the new requirements.
Citizens, however, are asked to adapt to possible changes to contact addresses or contact persons that could occur through the reorganization. "We guarantee that everyone who contacts us will be forwarded to the right place," said Späth.
In the course of this restructuring, responsibilities in the individual departments also change. The first department, under the direction of Mayor Späth, takes over the central control of the administration and focuses on finance and business development. Particular attention is paid to the connection of the different districts to the administration.
The second department, which is led by Alexander Wieland, focuses on construction projects, parking and gardens as well as the management of UNESCO World Heritage themes. Special tasks are also the promotion of mobility and climate protection initiatives.
The third department, under Mayor Roland Kaiser, takes care of education, social affairs and cultural matters. This includes everything from schools and kindergartens to cultural institutes such as the museum and the Philharmonie.
Last but not least, the newly created fourth department deals with overarching topics such as human resources, IT and legal aspects. Responsible for order and security, including disaster protection, this department of Dr. Tobias Krammerbauer, who is also new in office. The changes were decided by the local council in April 2024 and are now officially in force after a transition phase. According to Späth, the new structure will stabilize over time and make the administration more effective overall.
