Gerstorfer insists on pension reform: Strengthening older people in the job!
Österreich - Birgit Gerstorfer, the President of the Pensioners' Association, has decided in ZIB2 against an increase in the statutory retirement age. She demands that the reforms of the pension system that have already been decided should have an effect before further interventions in this matter are discussed. In her criticism of the public perception of pensions, Gerstorfer describes the so -called "pension bashing" as inappropriate and emphasized that the pensions do not have to serve to relieve the budget.
According to the latest data of pension insurance, there is currently a decline in new retirement, while the income increases due to an increasing number of compulsory insured persons. The reforms already specified include the introduction of the partial board, the gradual increase in the age of pension for women and the shift in the corridor pension to the age of 63. Gerstorfer emphasizes that the sustainability mechanism, which is to be observed by 2030, is another part of these reforms.

The partial board will be introduced from 2024 and enables older employees to move into part of their pension while continuing to work reduced. The aim of this regulation is to keep older workers in employment for longer and to raise the factual retirement age. The partial board can be used if there is a claim to age pension. Working hours must be reduced by at least 25 % and a maximum of 75 %, whereby the employer's consent is required to activate the regulation.
Gerstorfer emphasizes the need for age-appropriate working conditions in order to increase the share of employment of over 60 year olds. It calls on the companies to take responsibility and proposes monitoring to examine the employment of older workers. An proposed bonus-malus system could encourage companies to keep older employees. A positive behavior of the employer would be rewarded, while negative behavior could be sanctioned.

The partial board is a step in the right direction, even if Gerstorfer criticizes the lack of liability and tax ambiguities in the implementation. The regulations on the corridor pension and long -term insured regulation remain until 2026, with relevant age limits and working time reductions being clearly defined. There are also transitional regulations for partial retirement, which exist by 2029, whereby the duration of five years is shortened to three years. Gerstorfer emphasizes that the planned reform aims at a gradual alignment of the retirement age by 2033.
