The upswing for Vienna: Neos and SPÖ start new city government!

On June 7, 2025, Neos Ratified Vienna with an overwhelming 81.9 percent of the new entry into the Vienna city government and the associated coalition program. This decision is the result of a multi -year cooperation with the SPÖ, which is referred to as a progress coalition. Christoph Return, spokesman for Neos Vienna and the Federal Minister of Education, emphasized the need for an upswing in Vienna and underlined the importance of close cooperation between the city and the federal government to address the challenges in education policy. On June 3, 2025, Mayor Michael Ludwig (SPÖ) and Vice Mayor Bettina Emmerling (NEOS) presented the new coalition program in the coat of arms hall of the Vienna City Hall, which includes 191 pages. Under the title "upswing coalition", it focuses on economic impulses and social cohesion to ensure a stable city government after the elections in April. One of the central goals of the coalition is to establish Vienna as a "economic engine in Austria", especially through investments in digitization, technology and artificial intelligence. It is planned to expand the Life Science Center and to apply for a large data center.

obligations and goals of the coalition

The important projects also include the efforts to position Vienna as the venue for the Eurovision Song Contest 2026. Another central concern is the climate neutrality of the city by 2040. In order to achieve this goal, a wide range of measures such as the expansion of photovoltaics, geothermal energy as well as stopping and the creation of more than 400,000 square meters of new parking and green areas are to be implemented. In addition, the continuation of the expansion of the urban cycle paths on the ring road is sought.

As part of the social measures, the coalition strives to develop a “Viennese integration code”, which is intended to define rules and values for living together in the city. The support of children with increased language promotion is particularly emphasized, which will spend 30 hours a week in kindergarten in the future. The facilitation of the transition for specialists in elementary education is also considered important in order to meet childcare needs. Furthermore, modernizations of the hospital infrastructure and the expansion of regional health centers are planned.

outlook on the political future

The coalition of SPÖ and Neos has a majority of 53 out of 100 mandates in the Vienna municipal council and plans to introduce a government monitor to monitor the implementation of the projects. The constituent meeting of the new municipal council will take place on June 10, 2025. These thorough preparations and the clear timetable show that the new city government is determined to counter the current challenges with a comprehensive program and to improve life in Vienna, see [wien.gv.at] (https://presse.wien.gv.at/presse/2025/03/wiener-poe- and-wien-praesenter--koalition program) and [Wien.gv.at] (https://www.wien.gv.at/kontakt/praesentation- government program).
