Negotiations in an international context
However, expectations of lasting peace in Ukraine have become more cautious due to nearly three years of Russian invasion. At the upcoming Munich Security Conference, the first face-to-face talks will take place between Zelensky and the new representatives of the US government, including Vice President JD Vance and Secretary of State Marco Rubio. Zelensky had already stated in the fall of 2024 that Ukraine could need either nuclear weapons or NATO membership to ensure its security. Kravchuk insists that any security guarantees should come exclusively from the US, not just the EU.
Russia's position and international challenges
