In Heilbronn, the local council has adopted an important guideline for the climate -adapted land use planning, which was decided with a majority of 14 votes against the ranks of the AfD, free voters, FDP and Pro. The new regulation is intended to ensure that significant steps to adapt to climate change will be taken into account at an early stage for future construction projects. While supporters consider the measure necessary to promote local climate protection, critics see it an unnecessary bureaucratization.
The "Guideline for Climate -Adjusted Recommodation in Auantial Planning" forms the basis for binding requirements for development plans. Mayor Andreas Ringle said that these new provisions should help to strengthen the city's resistance to the challenges of climate change and to promote sustainable urban development. Thomas Randecker from the CDU emphasized that climate change was undisputed and the guideline is an opportunity to plan in the future. Tanja Sagasser-Geil from the SPD emphasized that the guidelines were "good and balanced", which simplifies the work processes and prevent malfunction.
On the other hand, some city councilors expressed concerns. Herbert Burkhardt from the free voters criticized the new regulations as superfluous and pointed out that builders have already been faced with many regulations. This opinion was supported by Thomas Pappert (AfD) and Nico Weinmann (FDP), who also noted that the new guidelines could make construction more expensive and put many investors off.
Weinmann also warned that the detailed requirements could overload the building management because more staff would be needed to check compliance with the new guidelines. Individual city councilor Alfred Dagenbach (Pro) instead wanted concepts for greening the facade of urban buildings and suggestions for greening the pedestrian zones instead of restrictive regulations.
The guideline, which emerges from the 2021 climate protection section, includes measures for heat provision, greening and flood protection. The aim is to improve the city's adaptability against the consequences of climate change. Another important detail is that the directive does not apply to existing building permit procedures or final development plans, which invalidates some of the concerns about a possible disability of investors. Ringle emphasized: "I don't know anything about it."
