The construction of the new route of the B 169 between Riesa and Salbitz has been delayed again, as the Leipzig branch of the State Office for Road Construction and Transport (Lasuv) announced on Tuesday, December 10th. Planned work had to be postponed for two main reasons: Firstly, numerous important archaeological finds required more thorough investigation, which takes additional time. On the other hand, Lasuv lacks sufficient financial resources, as the new construction of the B 169 is only provisionally listed in the federal road construction plan. There is currently only 12.1 million euros available, which has already been earmarked for other measures, including environmental protection projects and archaeological explorations.
Financing and planning chaos
The financial situation is made worse by a recent study by Greenpeace, which states that the costs of building and maintaining new motorways and federal highways could be three times higher than previously estimated by the Ministry of Transport. According to the study, around 800 projects could cost a total of 153 billion euros by 2035, while only 50.9 billion were originally planned. These enormous additional costs could place an even greater burden on the Federal Ministry of Transport's budget than previously assumed. The rising construction prices are already leading to an ongoing discussion about prioritization in road construction.
Greenpeace's critical assessment, which is based on the federal government's answers to a small inquiry, also suggests that the costs of many construction projects were significantly overestimated. The expected costs increase significantly, particularly in 325 of the 351 projects evaluated. The demand for a new infrastructure consensus among the traffic light coalition is now becoming more urgent, as both the Greens and other parties want to initiate a more thorough dialogue on cost developments in road construction.
Overall, road construction is not only facing challenges in Oschatz; The financial framework conditions and the resulting delays make the need for renewed reviews of planning and prioritization in the German transport sector increasingly clear.
