Energy chaos in politics: Minister knows no difference between KW and KWh!

On July 7, 2025, the Economics Minister in ZIB2 admitted that many volunteers in regional policy may not know the most fundamental difference between performance (KW) and Energy (kWh). This is at least understandable, even if it is not acceptable. An example that he gave was an average photovoltaic system in which he falsely spoke of 10,000 kW, while he actually meant an annual yield of 10,000 kWh. Such misunderstandings lead to confusion about the real cost structure in the energy sector.

According to the analysis of ZDF today, consumers are facing significantly higher network costs, which is caused by the system of network charges and by greater integration of power feeding (such as owners of photovoltaic systems) become. This could mean that electricity prices will increase in the coming time, while the number of households that the full network pay is decreasing. In this context, the consumer center calls for a fairer distribution of costs.

monthly billing and information campaigns

political responsibility, according to the minister, should mainly be to form the population instead of spreading ignorance. For this, monthly bills are of crucial importance to help the households better understand the costs. There has been a monthly accounting for several years, but this must be requested by the households themselves. The current annual flow calculation proves to be not helpful for the assessment of real costs by consumers.

Another aspect is the combination of photovoltaic systems with battery storage. This could lead to considerable cost advantages through dynamic network fees and offers incentives, especially for the time -shifted electricity cover. The minister expressed concerns that a possible "watering can solution" would not be expedient without reference to the use of network.

Development of network charges

In the past few months, a lot has been discussed about the reform of the network charges. Klaus Müller, President of the Federal Network Agency , announced that the network fees will fall in 2025 in regions with high addition to wind and solar energy. Average households in these relief regions could expect savings of over 200 euros annually, which is documented by the last network development plan. Exemplary savings vary depending on the network operator.

  • e.dis Netz GmbH (Brandenburg and Mecklenburg-Western Pomerania): Almost € 100 savings
  • Wemag Netz GmbH (Mecklenburg-Western Pomerania): More than € 200 savings
  • Schleswig-Holstein Netz AG: Around € 150 savings
  • Bayernwerk Netz GmbH: approx. € 43 savings

The Federal Network Agency expects statements on the proposals for reforming the network charges by the end of June. A larger focus should be on the intelligent use of existing networks to reduce the necessary network expansion. The latest draft solar leader also requires the installation of smart meters in photovoltaic systems in order to better coordinate the production and consumption.

It remains to be seen how the political decision -makers react to these challenges and what measures they will take to create the transition to a more sustainable energy future.
