The city of Neumünster is facing a challenge as it prepares around 24,000 notices for the new property tax. An external service provider will handle the printing, enveloping and shipping to deliver the new calculations to the owners. These notices can result in both higher and lower tax amounts for property owners. Despite the changes, annual property tax revenue remains unchanged at around 14.7 million euros.
Owners benefit from a reduction in the assessment rate for residential properties, as it has been reduced from 658 percent to 529 percent, after previously being 480 percent. In contrast, owners of commercial property must expect an increase in the assessment rate from 480 percent to 1,009 percent from 2025. The council justified this measure with the desire to create more justice for families and reduce the burden on commercial owners.
Contradictions expected
The city administration has already warned of the legal risks that can result from the different assessment rates. Numerous objections to the new tax assessments are expected, especially from businesses. Mixed properties that include both residential and commercial space also fall under the commercial property regulations.
The first installment of property tax is due on February 15th, followed by further installments on May 15th, August 15th and November 15th. There are concerns that owners who have not set up direct debit will need to change their standing orders before the first due date to avoid possible transfers of the old sums. Various calculation examples have already been published for owners in Neumünster. For example, for a condominium with a living space of 116 square meters and a property tax value of €105,200.00, the property tax will be €156.54 from 2025. A single-family home with a property tax value of €126,100.00 will result in property tax of €187.64. The office building as business property has a property tax value of €2,081,800.00, resulting in property tax of €3,397.49.
