The Erlenhof correctional facility in Euskirchen may be facing a significant expansion. The North Rhine-Westphalia Ministry of Justice leaves it open whether a so-called rotation center is planned on the site, but avoids making clear statements about an official confirmation. However, there are signs that the idea of a new building is being seriously considered.
As the ministry explains, a new closed institution with 640 places can be built on the site, which is currently partly used for an open prison facility. A feasibility study by the North Rhine-Westphalia construction and real estate company confirms the fundamental possibility of such a project. This could provide a long-term solution to the increasing demands on prison infrastructure in the region, especially given the renovation backlog that exists in many facilities.
Plans for rotational facilities and renovation needs
According to the latest information, a total of two new rotation centers are planned across the country. These facilities are intended to improve capacity in existing prisons. By moving prisoners to rotation centers, renovation work can be carried out in older institutions while the prisoners are temporarily housed elsewhere.
However, the ministry has emphasized that the planned new construction of the rotation facility will have no direct impact on the existing property or the current Erlenhof buildings. The mechanical and structural conditions of the existing institution remain unaffected.
The plans for the rotation facility are currently at an early stage, which is why there is no concrete information about the investment costs or a completion date. Even if the ministry does not provide any figures, it is to be expected that the costs of building a new prison will be considerable. It is estimated that these amount to at least 770 million euros.
The Erlenhof itself is already undergoing structural measures: the existing sewer network is being renovated. This work is part of the facility's ongoing maintenance and modernization requirements and suggests that, even without the new building, a period of development has begun for the prison.
The city of Euskirchen has not yet commented on the possible construction plans, and the expected reaction from the Ministry of Justice remains to be seen. The construction of a rotation center could provide an answer to the pressing issues of overcrowding and poor infrastructural conditions in many prisons and thus also offer a long-term solution for the correctional authorities in North Rhine-Westphalia.
