Payment card for asylum seekers: MV starts with special solutions!

Payment card for asylum seekers: MV starts with special solutions!

In Mecklenburg-Western Pomerania, the introduction of a special payment card for asylum seekers is initially only permitted for the residents of initial reception facilities. This was announced by the Ministry of the Interior in Schwerin. The reason for this decision is that the tender has only been made for the state institutions in Stern-Buchholz near Schwerin and Nostorf-Horst, which currently excludes an application of this regulation to other circles and independent cities.

The state's award chamber confirmed this requirement after there were complaints from inferior providers. These circumstances already show the complexity behind the introduction of such system solutions for asylum seekers who live under the Asylum Seekers Benefit Act.

independent solutions in MV and Bavaria

Last year

It was decided at a prime minister conference to introduce a standardized payment card for recipients of asylum services. Minimum nationwide minimum standards were determined on which the federal states should be oriented. Mecklenburg-Western Pomerania and Bavaria have developed their own approaches. At the end of August, the Interior Ministry of Mecklenburg-Western Pomerania issued the contract to the Dutch company Yoursafe. The output of the cards should begin in December at the latest. These cards can be used for payment in business in everyday needs.

The payment cards also allow asylum seekers to withdraw a certain contingent of cash, but transfers abroad are not possible. This regulation aims to make everyday life easier for asylum seekers and at the same time reduce the administrative effort for the authorities.

outlook on future expansion of the payment cards

The district council of Mecklenburg-Western Pomerania assumes that the payment card can also be introduced in the coming spring in the community accommodation. However, separate tenders are necessary. Matthias Köpp, managing director of the district council, explained that the goal was to carry out the introduction of maps in all circles at the same time. The country has signaled that it is ready to support the municipalities accordingly.

A central point in this introduction is the adjustment of the IT systems to effectively manage the cards and to implement the monthly financial instructions. The ministry offers support for the counties and independent cities to create these technical requirements.

In addition, the Ministry of the Interior has explained that the cards already issued are not collected, so that refugees can continue to use the payment cards. It is important that both the beneficiaries and the responsible authorities accept the payment card to ensure a smooth introduction. With this measure, it is sought to reduce the workload of the monthly cash payments. At the same time, however, the introduction of the payment card encounters resistance and criticism from parts of the opposition in the state parliament.
