Revolution in government: AI and digital sovereignty are shaping the future!

The Federal Computing Center (BRZ) recently presented its new technology radar, which annually analyzes the prospects and trends in IT for the public sector. According to ots.at, artificial intelligence (AI) will represent a decisive change in the development of IT applications within the world by 2025 effect public administration. Advances in generative AI are already enabling the first practical applications that support citizens in their job search.

Particularly important is the thematic focus on digital humanism, which emphasizes putting people at the center of IT development. State Secretary Alexander Pröll emphasizes the need for clear framework conditions in order to use AI responsibly in public administration.

The technology radar identifies six key trends that will shape administrative IT in the coming years:

Digital sovereignty and resilience in focus

The need for digital sovereignty was also discussed at the 2024 Ministerial Congress in Berlin. Organized by BearingPoint and Deutsche Telekom, the congress focused on digital sovereignty, AI and resilience in authorities. The congress offered five different tracks dealing with platforms, sustainability, data centricity, organizational development and interactive formats for the public sector, as by egovernment.de reports.

Mark Wedekind from BITBW noted that resilience is an ongoing project that requires agility, flexibility and digital literacy. In this context, the AI ​​portal KIPITZ was presented, which provides AI applications for authorities and thus promotes digital sovereignty. Mathias Lux-Hain from the Brandenburg Police Headquarters pointed out Germany's digital dependence, as 82% of IT solutions come from abroad. The “P20” digitization strategy was presented, which includes the replacement of legacy applications and the use of open source platforms.

Empirical studies on AI in administration

A study by Fraunhofer IAO led by Steffen Braun analyzes the challenges and potential of AI in public administration. Ten municipalities and regional associations took part. The study shows how administrative processes can be revolutionized through the use of AI, such as chatbots and digital assistants. In addition, concrete recommendations are given to successfully implement these technologies, as reported by iao.fraunhofer.de.

The study outlines three future scenarios for the use of AI in administration: an AI-dominated administration, an AI-supported surveillance state and a constructive combination of human and artificial intelligence. Recommendations for action are aimed at politics, business and science in order to use the full potential of AI and preserve democratic values.
