The meeting took place in the sign of concern about municipal self -government. Dr. Ludwig informed about the concerns of the counties: "The financial situation has deteriorated so drastically that we reach our limits. We have to deal with bureaucracy and additional tasks that were not caused by us," he warned. It is important that the concerns of the citizens are heard at the municipal level, because after all, two thirds of the Bavarian population live in the counties.

The district councils expressed concerns about migration policy and the rapidly increasing expenditure in the social sector, especially in child and youth welfare. "The Federal Government must stop allocating new tasks and thus also new financial burdens. We have to relieve the companies and public budgets from social security contributions to quickly restore competitiveness in Germany," said Dr. Ludwig continued.

Another central topic was the upcoming federal hospital reform. Dr. Ludwig predicts that this reform could cause serious damage in rural areas, since many medical services could no longer be offered. The district councilors called for faster and more comprehensive support from the Free State of Bavaria to implement this reform. In her opinion, the possibility of how medical care is designed on site must remain in the hands of the hospital operators instead of endangering them through new regulations.

At a meeting with the Health Committee of the German Bundestag, the district councilors were unable to achieve a positive response. "The new hospital reform is held on the back of the rural regions, and the municipalities remain at the expense and deficits of hospitals," summed up Dr. Ludwig the disappointing conversations. This is also shown in the demands for immediate financial support from the federal government to secure the operating costs of the hospitals.

At the conference, the district administrators also met leading political personalities such as the Federal Minister of Economics and Vice Chancellor Robert Habeck and Finance Minister Christian Lindner. Despite the serious location, the atmosphere was described as "friendly". Nevertheless, Dr. Ludwig: "The time between knowledge and actual implementation will be a challenge." The district administrators remain optimistic that their message and the concerns of the population in Berlin will not be forgotten.

The conference was a clear announcement to those responsible in politics. The Bavarian district administrators demonstrate unity in the face of challenges that affect cities and municipalities. Their hopes are that the opening of conversations is not just lip service, but also lead to concrete improvements that ultimately benefit the citizens.
