The 2025 Equality Index shows progress in Austria's communities. Vienna and Eisenstadt lead, but challenges remain.
Eisenstadt at the top: Burgenland shines when it comes to gender equality!
There has been remarkable progress in gender equality in Austria. According to the equality index, which was created by the Chamber of Labor and the Association of Cities, Burgenland's municipalities are doing particularly well in the areas of childcare and education. Eisenstadt even leads the top 20 municipalities in Austria if you exclude the Vienna districts. Pöttelsdorf and Jois follow in second and third place in Burgenland. This underlines the strong performance in promoting equality, but in order to sustainably support this development, those responsible are demanding financial resources from the new federal government ORF reports.
Assessment of the infrastructure for those affected by violence
However, there is an alarming discrepancy in the availability of women's shelters. In 63 percent of Austrian districts, excluding the city of Vienna, there is no access to a women's shelter, which means a long journey for many victims of violence. The average municipality in Austria achieves an index value of only 30 when it comes to the quality of provision of women's shelter places, a worrying sign. Nevertheless, there has been clear progress since 2021: the index value has quadrupled to 15 points by 2025, indicating the expansion of this important infrastructure, such as shows the association of cities.
In the area of child care, the average index value is 66, while the rates for 0 to 5 year olds are 68 percent. Vienna stands out as particularly positive, with an index value of 88 points. In comparison, the values in the other federal states vary considerably; Burgenland is doing quite well with 70 points. The education dimension shows very advanced equality, with an average index value of 75, which lays the foundation for the promotion of equal opportunities. The small difference of 0.7 percentage points in unemployment rates between genders also shows progress, manifested by an index value of 78.
