Vienna Landtag: Martin Margulies says goodbye to innovations in the event law!
Wien, Österreich - On April 24, 2025, LAbg. Dipl.-Ing. Martin Margulies from the Greens at his farewell from the Vienna state parliament. Margulies, who began his political career as a young district council in 1987, thanked his driving away for the respectful interaction and cooperation in the state parliament and local council. He expressed hope that his work contributed to improving the city, especially in the areas of control and budget. Margulies emphasized that there is a closer look at the contracts today and was happy about the increased number of female managers in Vienna.
In his speech, Margulies recalled numerous committee trips that helped him to make friendships across party borders. As part of the meeting, the MPs also dealt with the amendment to the Vienna Event Act 2020 (WR. VG), which should contribute to the protection of cultural institutions against the negative effects of residential construction and to safety in nightlife. LAbg. Pipal-Leixner commented positively about the amendment and praised the creation of awareness employees. These efforts are part of a greater approach to make the organizers of events legal requirements regarding their security and awareness concepts.
The novella initiated by the Vienna Club Commission stipulates that from 300 visitors: an awareness concept with certain elements, such as the regulation of a rescue chain, must be created. This is intended to help prevent harassment and increase the security sensation of the guests, as city councilor Jürgen Czernohorszky explained. Vice Mayor Kathrin Gaál also emphasized the importance of a carefree club visit and announced comprehensive training offers for club employees.

The new regulations are announced promptly, with a customer in one to two weeks after the decision in the state parliament. The planned awareness measures come into force one year after the announcement, whereby the current security concepts for events with up to 5,000 people already require integrates awareness measures.
An amendment to amendment from the Greens and Independent MPs, which called for an earlier application of Awareness concepts, was rejected. This shows the tensions and different views within the state parliament through the best way to improve security in nightlife.
Vienna will thus be the first federal state with revised regulations of this kind. These new provisions are necessary because surveys of the Vienna Club Commission 2023 show that 40% of the respondents, especially women and queer people, feel insecure in nightlife.
The amendment is part of a comprehensive initiative to improve security standards in the city, which also includes workshops for training club and event staff.
