Bridging in Vorarlberg: focus on action requirements

In Vorarlberg, the Court of Auditors today presented an important report to maintain bridges, which shows that it urgently needs improvements in this area. The examination refers to the expenditure and implementation of recommendations for preservation of bridges that were published in 2022.

The state of Vorarlberg is responsible for the maintenance of 614 bridges, while the cities of Feldkirch and Hohenems look after 31 and 53 bridges. In 2023, the country invested 15.63 million euros in bridge maintenance, Feldkirch around 138,000 euros and Hohenems around 51,000 euros.

The city of Feldkirch has implemented all three reviews reviewed from the last report. Hohenems, on the other hand, completely implemented two of three recommendations. In contrast, a considerable need for action can be seen in the state of Vorarlberg - only one of the recommendations pronounced by eleven was only fully implemented and six were partially implemented. This applies above all to the possibilities for improving bridging through cooperation with the communities.

In particular with regard to the construction of the bridges, there was progress. The state of Vorarlberg and the city of Feldkirch have introduced the necessary measures in accordance with the guidelines for the street system (RVS). In Hohenems, however, neither controls nor tests took place in six out of 53 bridges, which endangered the fulfillment of the road holders.

A significant statement is that the application of the RVS 13.03.11 for state roads is still not mandatory, although it is already used in practice. In the continuation of simplified regulations for bridges of the low -ranking road network, the Court of Auditors sees a sensible option.

In addition, it was noticed that the number of bridges in the state classes 4 (bad) and 5 (very bad) has increased in recent years. This represents a considerable risk because the urgently needed conservation measures could be increased, which must be synchronized in order to ensure the safety of street users.

  2. An analysis of the reasons for the deterioration of the condition of the bridges based on the expenditure for their preservation should be carried out in order to take into account the results in the value preservation strategy.
  3. The country should work to simplify the guidelines for the low -ranking road network to include the communities.
  4. The cities should use their bridges according to various criteria such as the type and condition and determine the examination intervals accordingly.
