NEOS coordinate about the new coalition pact in Vienna!
On Saturday, June 6, 2025, the Wiener Neos vote on the red-pink coalition pact. This decision is made as part of a state membership assembly, which takes place in the event center in the 3rd district and begins at 10 a.m. Among other things, the federal party leader Beate Meinl-Reisinger, the Vienna spokesman Christoph Return and the mayor Bettina Emmerling will be present. The vote affects the program developed together with the SPÖ, which was presented on Tuesday. The NEOS rules in Vienna since 2020 and decided to continue working with the SPÖ after the election in April. However, the approval of the NEOS members is a prerequisite for the continuation of this cooperation.
According to the party statute, the members must make the final decision. In the event of a positive vote, the new government can already be praised at the constituent meeting of the local council on Tuesday. The coalition of SPÖ and NEOS has 53 out of 100 mandates in the municipal council, which benefits the maintenance of a stable city government.

The government program presented is entitled "upswing coalition" and comprises a total of 191 pages. Mayor Michael Ludwig (SPÖ) and Vice Mayor Bettina Emmerling (NEOS) headed the press conference for the presentation on June 3 in the coat of arms of the Vienna City Hall. The aim of the program is to form a stable city government after the election in April 2025, which was achieved through intensive negotiations with the previous coalition partner. The program reacts to current challenges and focuses on economic impulses and social cohesion.
A central concern is to make Vienna future -proof. Structural reforms, targeted investments in digitization and technology, as well as budget discipline are planned for this. Planned investments also include the expansion of the Life Science Center and the application for a large data center. In addition, Vienna will strive for the execution of the Eurovision Song Contest 2026.
Environmental and social policy
A striking goal of the new coalition is to make Vienna to a climate -neutral by 2040. To this end, measures such as the expansion of photovoltaics and geothermal energy as well as large -scale drawings should contribute. In addition, the creation of around 400,000 square meters of new parking and green areas as well as the continuation of the expansion of the urban cycle paths, especially on the ring road, are planned.
Another important point in the program is the development of a “Viennese integration code”. This should define rules and values for living together and in particular appeal to the language support of children. Children with an increased need for language promotion should be able to visit kindergarten 30 hours a week in the future. In order to counter the shortage of skilled workers in elementary pedagogy, the lateral entry for specialists is facilitated and measures to improve the support key and to strengthen language support, in particular the German, are implemented. The modernization of the hospital infrastructure and the expansion of regional health centers are also on the agenda.
The constituent meeting of the new municipal council takes place on June 10, 2025, and the chances of success for the continuation of the red-pink coalition seem to be favorable in the face of the majority in the municipal council. A government monitor to control the implementation of the projects is also introduced to make the progress transparent.
