The first National Council elections in the second Republic: A look at history

Constituent meetings over the course of time

The constituent meeting of the Austrian National Council takes place after each National Council election. In the rules of procedure of the National Council, it is stipulated that the National Council chose its president, the second and third president after the forgiving. Usually the three parties with the strongest votes represent one president. The National Council President Wolfgang Sobotka opens the constituent session and hands over the office to the new president.

It is interesting that all National Council presidents have been included in either the ÖVP or the SPÖ since 1920. There were a total of 19 different presidents, three of whom were women. It was only from 1983 that GERULF Stix elected a member of another party as the third National Council President for the first time. In history there was also a period in which there were a total of four parties.

It is also noteworthy that the third National Council President of the XVIII. Legislative period, Heide Schmidt, performed from the FPÖ club during her term and founded his own parliamentary club with the liberal forum.

The first woman in the Presidium of the National Council was Marga Hubinek from the ÖVP in 1986.

The constituent meetings of the National Council are an important part of Austrian democracy and lay the foundation for the work of Parliament in a new legislative period.
