Ursula Empl, the author of the study, emphasizes that only 27 municipalities have used alternative instruments from the Eight possibilities. This shows that many municipalities do not even use the existing options sufficiently, which gives space to improvements. The spatial planning expert Edgar Atzmanstorfer from the Salzburg Chamber of Labor speaks of a "sobering" situation and demands more commitment.
