District Day Bautzen is demanding financial rescue for counties in Saxony!

The Bautzen district council has passed a resolution that deals with the structural underfunding of the counties in Saxony. The resolution was signed by District Administrator Udo Witschas (CDU) and the parliamentary group leader. This is presented to the new Saxon state government and the state parliament for the legislative period 2024 to 2029. The reason for this measure is the long -lasting financial undersupply of the counties, which in 2023 was only able to record a deficit of zero euros thanks to the short -term rescue packages of the Free State.

For 2024, however, a deficit of around 300 million euros is expected. The expenditure on social benefits increases by around 120 million euros annually, and cost increases in the areas of personnel and local public transport are also to be expected. From 2025, an annual deficit of 500 million euros is expected. The household of the Bautzen district has a deficit of 54 million euros in 2025 and 2026, which can only be partially compensated for by reserves.

concrete demands of the resolution

In the resolution, seven central demands on the state government are formulated:

  • tasks and standard reduction as well as deregulation and administrative injection prioritize.
  • No further tasks to the district level.
  • permanent financial resources that meet the tasks of the counties.
  • The federal government should adequately finance transferred tasks in the social sector.
  • The Free State should take part in the financing of social loads.
  • simplification of municipal budget law is necessary.
  • maintenance of the principles of municipal financial equalization and strengthening the counties outside the financial equalization system.

All factions in the district council signed the resolution, but there was criticism of the procedure, since the resolution was presented in the session without any content. The administration of the Bautzen district is handed over to the resolution.

In addition, on July 14, 2023, the Saxony State Directorate was released by the District Household of the Bautzen district for the years 2023 and 2024. The budget comprises approximately 606 million euros for 2023 and 619.6 million euros for 2024, with planned investments of around 68.8 million euros in 2023 and around 68.9 million euros in 2024. Investment areas are road construction, school building and the construction of rescue guards. The budget equalization can only be achieved by an exception of the Free State of Saxony, which was introduced to coping with the energy crisis. The district must report on the status of the condition of the circulation, since the state directorate of Saxony has been approved.
