Security concept for festivals: Offenburg draws teachings from Magdeburg!

Offenburg, Deutschland - On January 10, 2025, the CDU/FDP faction in the Offenburg municipal council requested an optimized security concept for festive events. The application was justified with the attack on the Christmas market in Magdeburg. The faction calls for a new security concept to protect events in the city center as well as in the localities and districts. Previous security measures by the city and the police have been described as successful.

The application provides, among other things, to define a central fairground in the city center, such as the marketplace. In order to secure this, retractable bollards are to be installed on the access roads (Hauptstraße, Kornstraße, Kittelgasse, Kreuzkirchstrasse). These bollards are said to be lowerable in an emergency of rescue workers. An alternative security measure could be the use of larger vehicles or mobile concrete bollards to secure access. In addition, the protective measures for the main street should be improved at large events such as the wine festival or fool's day. Other protected areas are the cultural area, the riding hall and the place of the constitutional friends.

flexibility in the security measures

The faction plans to provide flexible and mobile protection options for large events in towns and districts, including concrete blocks and large vehicles. Sinking bollards are also intended to prevent the unjustified driving of the pedestrian zone outside the delivery times. The faction emphasizes that the costs for the retractable bollards are justified by the additional security and flexibility.

In a further context of the security situation, Christian Schneider, an expert for access protection, said in an interview with MDR Saxony-Anhalt that the access protection for the Christmas market in Magdeburg did not meet the generally recognized rules of technology after the attack. Schneider criticized that all vacancies and possible attack routes have to be protected to prevent an unauthorized entrance. He pointed out that the regulation had obviously not been met and that open or partially open emergency routes represent a central component of an access protection concept.
