Over 400 victims since 1945: dark field of sexual violence in the diocese of Osnabrück

In the diocese of Osnabrück, more than 400 people have been victims of sexual violence since 1945. When presenting the final report, which was drawn up at the University of Osnabrück, legal scientist Hans Schulte-Nölke said that the actual number of victims may be much higher. "The highest estimate from the dark field could be ten times the number of this number," he added.

This survey is part of a comprehensive study that illuminates the offenses within the diocese. According to the data, around 3,000 clerics have been employed in the diocese since 1945, with 4.1 percent of them considered accused. These numbers are in line with experiences in other German dioceses and international.

diverse forms of violence

The offenses comprehensively documented in the report range from distance violations to serious sexual crimes. This comprehensive analysis shows the entire range of attacks that extend over several decades.

The University of Osnabrück commissioned the study, whereby the research work remained independent and unaffected by the diocese, as President Susanne Menzel-Riedl emphasized. The first interim report, which was published two years ago, pointed out blatant mistakes in dealing with the diocese with sexualized violence and led to the resignation of the former bishop Franz-Josef Bode.

progress and challenges

Schulte-Nölke emphasized that a remarkable “learning curve” can be seen in the diocese of Osnabrück that develops positively. Nevertheless, he also expressed criticism of the still inadequate services for the people concerned, who often remain behind what state courts would give in clear cases. These observations underline the need for further reforms and support for the victims.

The complexity of the topic and the large number of the identified abuses throw a shadow on progress in dealing with sexual violence within the church. While the diocese of Osnabrück takes steps in the right direction, the path to complete education and justice is still imminent.
