Lucerne is fighting empty sales areas: City managers as a rescuer?

In Switzerland, cities are fighting against shopping! City managers are supposed to bring a breath of fresh air, but the challenge is enormous!

in Lucerne, a city that booms with tourists, there are still numerous sales areas empty. Large shops are unused at the Schwanenplatz, which is located directly on the picturesque lake, and on the busy Pilatus route, right at the train station. Despite record tourism, the city center is haunted by a dramatic upheaval in retail because more and more people are doing their purchases online. This development means that the city center threatens to desolate.

City manager in use

to counteract this, many cities rely on city managers. Erich Felber took over the reins 100 days ago in Lucerne. He emphasizes the need to adapt the city center to the new needs of customers. "A good mix of shopping, food, entertainment and lingering is essential," explains Felber. In order to revive the empty sales areas, he plans an innovative mediation platform that is supposed to bring the landlord and potential tenants together. "This is more than a simple real estate portal," he assures. "We help people develop their shop concepts and find the right areas."

But how successful are these measures? In Aarau, where a city manager has been working for four years, Mayor Hanspeter Hilfiker is satisfied with the results. The settlement of well -known brands such as Nikin and the Tibits restaurant chain is seen as a success. In contrast, Lukas Ottiger has not yet found a solution to the shop death in Schaffhausen, where he has been in office for a year and a half. He relies on events to revitalize the city center, while Altdorf tries to fill the empty areas with a commercial coach-but with moderate success.

The city of St. Gallen has decided not to hire a city manager because the costs could exceed the benefits. Instead, a committee works on the revival of the city center. The experiences show that there is no patent recipe against shopping. The city managers are faced with a mammoth task that requires a lot of creativity and commitment!
