The legal background of the community
The importance of community was an essential aspect of local administrative history. As explained on Wikipedia , it was a legal term that was used in Germany until 19 and early 20th centuries. The municipalities included the right to take part in public affairs and at the same time the obligation to bear the community alder. This legal regulation ensured that the citizens had both rights and obligations in their community.
By training the community, the citizens were given the opportunity to settle down in their community, to marry and to do business. This was a significant step towards today's community, which was taken according to the freedom of free movement. The development of these legal structures shows how the interaction of rights and obligations has changed over the centuries in order to meet the needs of the population and at the same time to promote geographical identity.
