Passau is progressing: Check personnel files for abuse!

In the Evangelical Deanery of Passau, there is a significant step against sexual abuse in the church. As the first dean's office in Bavaria, Passau is planning to check all personnel files for possible abuse cases. The proposal comes from Rainer Sebastian, a member of the synod and at the same time district chairman of the Evangelical Working Group of the CSU. The Synod recently agreed to his request, which is considered pioneering for the entire Bavarian Evangelical Church.

Rainer Sebastian emphasizes that the dean's office is an ideal starting point for this measure due to its manageable size. "If you start somewhere, then with us," he expressed in an interview with the Sonntagsblatt . This step could turn out to be crucial to reduce cases of cases and to bring transparency into the processes within the church.

Significant number of personnel files

The forum study presented has already published terrifying numbers. A total of at least 2,225 people and 1,259 suspected perpetrators were identified. However, these figures could only represent the tip of the iceberg, since the researchers assume a much higher number of unreported cases. In their report they covered 129 accused persons and 226 acts in the period from 1917 to 2020.

Sebastian is therefore certain that the Passau deanery will not only take a pioneering role in the personnel files. He emphasizes that the best prevention must include to examine the older cases. "Getting is the best prevention," said his clear announcement. He demands that the examination does not run in the sand and urges a rapid analysis.

limited access to files

The Dean of Passau, Jochen Wilde, commented positively about Sebastian's initiative, but admitted that access to personnel files is limited. At the present time, the dean's office can only access the files of the in -house employees, including about 15 people. Pastor and deacons do not fall under this access because they are in direct employment relationship with the Bavarian State Church.

In response to these restrictions, the dean's synod asked the Bavarian State Church to view the personnel and disciplinary acts of all church law servants in the Passau dean within one year. Sebastian is optimistic that the regional church will support the implementation and expects the church to accept this challenge. If this was not the case, he would see the church in responsibility: "Then the church failed," he said.

These developments show that the Evangelical Church in Bavaria is willing to deal with the past and act transparently. With the stopping of the personnel files, a path could be prepared that could strengthen confidence in the institution and possibly uncover further cases of abuse. The entire process is now being pursued with great interest because it could take over the role model for other deanates.
