The 67-year-old Cuong was elected by the National Assembly to replace to Lam. The latter was formally appointed Secretary General of the ruling Communist Party, but continued to hold the Presidium. The role of Secretary General is considered the most powerful position in Vietnam, while the presidential office primarily includes ceremonial tasks, including encountering foreign dignitaries.

outlook on foreign policy

In his speech, Cuong promised to pursue a foreign policy that strives for independence and peace and promotes Vietnam as a "friend, familiar partner and active, responsible member of the international community".

experience and political membership

Cuong, which has been serving in the Vietnamese army for over four decades, has been a member of the political office since 2021. His appointment fell into a time of political upheaval and after the death of the former Secretary General Nguyen Phu Trong, who has shaped the leadership of the country since 2011

anti-corruption campaign and their effects

Trong was an ideologist who regarded corruption as the greatest threat to the legitimacy of the party and launched a comprehensive anti-corruption campaign known as the "burning oven". This campaign was directed against both business and political elites, including former president and the former parliamentary chief.

stability effort after turbulent times

nguyen Khac Giang, research scholarship holder in the Vietnam Studies Program at ISeas -Yusof Ishak Institute in Singapore, explained that Cuong's appointment is a “step to stabilize the system”. "His appointment is a conscious attempt to restore the balance between the military and security political factions of Vietnam, especially with regard to the 2026 party conference," he added.

press and public reactions

critics expressed concerns that Cuong's appointment would further expand repression in Vietnam. Ben Swanton of The 88 Project, an organization that is committed to freedom of expression in Vietnam, described Cuong as the "reliable deputy" of LAM. "The appointment of Luong Cuong as president is another example of the expansion of the state state in Vietnam," he said.
