The mayor of Vienna, Michael Ludwig, presented his plans for the future of the city during an SPÖ media event. His focus areas are housing, health, work and education. In the area of housing, he announced the introduction of new social housing that should be affordable, fair and flexible. From May 1, 2025, a flexible allocation model for municipal housing and subsidized apartments will also be introduced, which is based on the individual life paths of Viennese people.
Housing and health
The new award categories are primarily intended to benefit those affected by inflation. From 2026, the “Central Vienna Living Ticket” is to be introduced, which will enable municipal housing and subsidized housing to be brought together. In the health sector, Vienna is striving to become a prevention capital. For this purpose, the “Vienna Prevention Project” is being launched in collaboration with the Medical University of Vienna, which is intended to promote the health of 20,000 people and increase prevention. The aim is to develop a new healthcare model that focuses on prevention and early detection of diseases.
Work, education and urban development
With regard to the labor market situation, Ludwig wants to actively combat youth unemployment and promote the development of skilled workers. For this purpose, a reform of the training allowance and the introduction of an annual bonus for trainees are planned. Support for start-ups in future-oriented industries is also ensured by the “Smart City Fund”, which is intended to support Vienna’s climate neutrality by 2040.
Ludwig also looks at the education sector. The Otto Wagner area will be redesigned for clinical use for art and research. The aim is to create a new place for cultural innovation and a high quality of stay. In addition, the Music and Art Private University of the City of Vienna (MUK) will have a new campus available.
The urban development plan STEP 2025, which has been developed since 2011, sets the direction for Vienna's development until 2025. The plan includes eight chapters that outline urban development principles and initiatives. The City of Vienna has contributed to the foundations of urban life since 1920, and an anniversary publication shows the diversity of planning and development in the city.
