WHO decides historical pandemic contract - FPÖ vehemently defends itself!
On May 20, 2025, more than 190 member states of the WHO in Geneva passed a historical worldwide pandemic contract. The aim of the agreement is to prepare the world better for future pandemics and health crises and avoid chaotic conditions as they occurred during corona pandemic. The contract arose after three years of intensive negotiations in which an WHO committee was able to reach an agreement on the text, which is now described as historic.
A central point of the new agreement is the mechanism for the rapid transfer of data on pathogens to pharmaceutical companies, known as Pabs. Pharmaceutical companies are obliged to provide 20 percent of their PandeMier -relevant health products from the WHO. This should ensure that all countries, including poorer, have access to vaccines and protective material. However, the United States, which once financed 20 percent of the WHO editions, have announced that it will take effect until the beginning of 2026, which will lead to a budget of $ 1.7 billion by 2026/27, such as [Vol.at] (https://www.vol.at/weltgesellt-verschied- pandemie agreement/9414908) reported.
political reactions
In Austria, the contract encounters resistance, in particular from the FPÖ, which started an online petition against the agreement. The FPÖ demands from the Federal Government to use the possibility of an opt-out until July 19. In contrast, the Greens in Austria welcome the agreement as a sign of solidarity and responsibility. The Filipino Health Minister Ted Herbosa declared the agreement without objections during the World Health Assembly.
In order to enter into force, the contract of at least 60 countries must be ratified. In view of the 194 member states of the WHO, it will probably still take years for this process to be completed. Until the ratification remains unclear how the contract is concrete implemented and which obligations arise, since many formulations are vague and compliance can vary depending on the national laws.
content of the agreement
The contract includes several central regulations: Strengthening the health systems and monitoring of the animal kingdom are intended to quickly identify outbursts of illness. In addition, a fair distribution of medication and vaccines is sought for all countries, whereby health staff is to be prioritized. Another important aspect is the technology transfer, in which pharmaceutical companies have to share their know-how to enable the production of medication and vaccines in other countries.
A controversial topic has been moved to an appendix that has not yet been negotiated: the conditions for providing dangerous microorganisms in vaccine companies. These uncertainties provide discussions among the member states and experts.
The WHO warns that a new pandemic is only a matter of time and has emphasized that the likelihood of a future health crisis for today's population is 38 percent. These warnings make it clear how important the new agreement is to be prepared and to manage future crises more efficiently. The first steps in the technical implementation of the mechanism are expected to be approved by the Member States in the coming year, such as [the press] (https://www.diepress.com/19704769/who- Middle Staaten-verabemie contract?ref=home_aktuell).
The new agreement could thus be a significant step into a solid international health architecture, but it remains to be seen how ratification and implementation will run over the next few years and whether the countries involved can show the necessary political will to cooperate. There are currently both positive and critical voices on the project, which underlines the complexity of the topic.
In the last phase of the negotiations, many member states appealed to the need to sustainably strengthen their health systems in order to better align the global health system for the future, as [https://www.tagesschau.de/ausland/who-pandemie contract-104.html).
