Putin signals willingness to negotiate - conditions for ceasefire!

On May 31, 2025, Russia in the UN Security Council signaled its willingness to negotiate a possible ceasefire, but under strict conditions. According to Vladimir Putin's UN ambassador Wassili, two requirements have to be met: Western countries are supposed to post the arms deliveries to Ukraine, and Ukraine must end its mobilization. Numbery emphasized that a ceasefire could create the basis for solving the causes of conflict, but initially demanded fundamental conflict resolution before a ceasefire is available. This attitude is in contrast to the demand of Ukraine, which has demanded a 30-day ceasefire as a prerequisite for negotiations since March.

Ukrainian President Wolodymyr Selenskyj again demanded a break of fire without priority. In his current appeal, he emphasizes that Russia's conditions are perceived as an arrogance. He also expressed that Ukraine had not agreed to respond to Moscow's suggestions. Numerous states that Russia is able to continue the fighting, which further tightens the tensions.

criticism of Russia and new sanctions

Selenskyj recently received US senators in Kiev and reaffirmed his hopes for sharper sanctions against Russia. Supported by 82 senators, a new sanction package against Russia is prepared, which is considered urgently necessary by Selenskyj to put pressure on Moscow. During the meeting, he thanked the Senators Lindsey Graham and Richard Blumenthal for their support, especially with regard to the military sector and possible weapons sales to Ukraine.

Ukraine and its European allies-including Germany, France, Great Britain and Poland-had called for an ultimatum for Russia, which included a 30-day, complete and unconditional ceasefire as a prerequisite for peace talks. This period ended in the night from Monday to Tuesday, but Russia rejected the ultimatum and continued the attacks. Chancellor Friedrich Merz announced that in the event of a lack of progress this week, sanctions could be tightened, while the EU has already passed 16 sanction packages since the beginning of the conflict.

negotiations and geopolitical challenges

Despite all the conflicts, Moscow offers direct negotiations in Istanbul, which should take place without priority. Selenskyj has signaled to be ready to meet Putin in Turkey, but he just wants to speak directly to him, not with other Russian representatives. However, observers suspect that Putin is not willing to sit down directly with Selenskyj.

In addition, Hungary could block one of the new sanction packages, which is observed in the EU. In this politically tense climate, Ukrainian Foreign Minister Serhij Sybiha Serhiha Sybiha accuses of mocking diplomatic initiatives and only using the negotiations as an excuse for a new offensive. The need for increased support for Ukraine and effective sanctions against Russia remains a central topic on the international agenda.
