New Viennese government program: upswing planned for the city!

Wien, Österreich - On June 4, 2025, Mayor Dr. Michael Ludwig presented the new Rot-Pink government program of the SPÖ Vienna. A strong team was formed in the unanimous decision by the Vienna SPÖ committees to tackle the challenges of the coming years. Ludwig emphasized the competence of the new government team and the success of the past term of office. The proportion of women in the Vienna City Senate is now 66.7%, which underlines the importance of equality in the political landscape.

The SPÖ remains the same in the essential positions, but there were some changes in the departments of departments. Ulli Sima will be responsible for the Vienna Stadtwerke, while Jürgen Czernohorszky is now also responsible for the Viennese baths. Veronica Kaup-Hasler takes responsibility for the Viennese adult education centers, and Barbara Novak, who is new to the team, will also be responsible for digital agendas. Kathrin Gaál remains the city mayor of the city.

New government program and goals

The new government program, which was developed in three -week negotiations, is entitled "upswing coalition" and comprises 191 pages. It was presented on June 3, 2025 in the Vienna City Hall. Both Michael Ludwig from the SPÖ and Bettina Emmerling from the NEOS underlined the implementation orientation of the program, which aims to strengthen Vienna as a "economic engine" during the current recession. The focus is on measures to promote the economy, especially in the areas of digitization, technology and training.

Target groups such as women without training, young people and older people are to be supported by evaluating minimum security and continuing the Vienna training allowance. The city is also planning an application for the European “Ai Gigafactory” in Seestadt Aspern to act as a pioneer in artificial intelligence.

climate protection and social justice

An important part of the program is the continuation of the climate protection measures with the aim of climate neutrality by 2040. This includes the expansion of photovoltaics and geothermal energy as well as the creation of new parking and green areas with a total of 400,000 square meters. The "ring road offensive" is viewed as the largest measure to unbundish cycling and footpaths and is a central component of the new traffic strategy.

The city government has also sought to set up a language coordination point in order to better network actors in the field of education. Due to the mandatory visit to kindergarten, children with increased language support needs should be better supported.

The constituent meeting of the new municipal council takes place on June 10, 2025. In the new government, the social democratic mandatars have 53 out of 100 votes in the local council, which is a solid basis for the implementation of the present projects. In the coming days, the exact timetable for the implementation of the program and the further posting will be announced.

The Vienna City Senate will be expanded to include a member and in future consists of 13 members, with the SPÖ with six city councils and the NEOS with a department. Bettina Emmerling was nominated by the NEOS as Education Councilor and Vice Mayor. The decision on the coalition agreement will be made on June 7, 2025 by the members of the NEOS.

Overall, the government program confirms the ambitions of the Vienna city government to make Vienna future fit and to create a stable social cohesion while important economic impulses are to be set at the same time.
