On April 24, 2025, the progressive coalition of SPÖ and NEOS passed a comprehensive reform package in the Vienna municipal council and state parliament. This package aims to set new standards for political responsibility, democratic control and transparency in Vienna. The reforms include crucial changes that could have a lasting impact on city policy.
A central element of the reform package is the reform of the investigative commission in the local council. For this purpose, a legal service will be set up in the municipal administration for the duration of an investigative commission. In addition, a third of the members can request legal examinations of open requests for evidence, which significantly strengthens the legal framework for such commissions. This shows the intention to strengthen minority rights and to enable the enforcement of evidentiary requirements even without parliamentary majorities.
Changes to the rules of procedure and conduct guidelines
In addition, adjustments will be made to the rules of procedure and the Vienna city constitution. An important innovation is the possibility of clarifying bias in agenda items in advance. This initiative aims to ensure that conflicts of interest are made transparent and the integrity of decisions is maintained.
Another key point of the reform package is the introduction of new conduct guidelines for members of the state parliament and local council. This is based on the National Council model and regulates important issues such as bias, additional income and the acceptance of gifts. In addition, mandatory compliance training is planned at the beginning of each legislative period. These measures are intended to create a basis for political integrity that can strengthen citizens' trust in their representatives.

Overall, it can be seen that the measures taken by the Progress Coalition in Vienna represent an important step not only locally, but in the context of global trends in political transparency and responsibility. The reform package could serve as an example for other cities and regions that want to address similar challenges in promoting democracy and increasing citizen trust.
