National Council commemorates Graz sacrifices: Budget debate with climateomede!
Graz, Österreich - On June 16, 2025, the National Council in Austria commemorates the victim of a tragic killing spree at a Graz high school. At the beginning of the session, a minute's commemoration is held in which high-ranking politicians such as Chancellor Christian Stocker (ÖVP), Vice Chancellor Andreas Babler (SPÖ) and Foreign Minister Beate Meinl-Reisinger (NEOS) take part. This funeral service is in the context of a drastic event that has re -losing public discussion about the weapons laws in Austria. In order to regain the trust that has been anchored in the past, a debate about possible tightening of the existing laws is initiated. The gunman, who was considered psychologically unsuitable, had nevertheless received a gun ownership card, which reinforced the questions about the seriousness of existing psychological tests.
The session also addresses the budget accompanying law, which entails relevant changes. As part of the budget debate, the abolition of the climate monus, difficult access to the corridor pension and other central points are discussed. Finance Minister Markus Marterbauer (SPÖ) presents a draft budget that aims to reduce the total state deficit of 4.5% of GDP in 2025 and 4.2% in 2026.
changes in arms laws and psychological tests
The events in Graz raise the problem whether the currently used psychological tests are sufficient for giving weapons. Reports show that many applicants as the reason for the gun ownership, want to become sports shooters. On closer inspection, however, self -protection is often given as the actual motivation. According to Rainer Kastner, a weapon psychologist, confidence in gun psychological reliability is questionable, especially since it lacks clear definitions for what should be tested by experts. KURIER reports that there is no legal regulation between experts and applicants, which questions the suitability and reliability of the tests.
In this context, the exclusion criteria for gun ownership are also pointed out. People who suffer from drug or alcohol addiction, mental disorders or other relevant conditions are excluded. Nevertheless, reports on mass tests of applicants without individual assessment are not worrying, but not unusual in practice, according to the legal psychology of the Böp.
The discussion in the National Council also leads to cuts in subsidies and factual expenditure. The climate bonus is abolished and measures are to be taken to sustainably reduce the "cold progression". Access to the corridor pension is made more difficult from 63 years and 42 years of insurance. At the same time, the service fee for the e-card is increased. The intention of increasing social achievements by the "commutereuro" and tripling to six euros per kilometer shows the attempt to accommodate citizens in difficult times. Furthermore, goods such as contraceptives and women's hygiene items are to be exempt from sales tax in order to support basic needs. The National Council will vote on the various budget chapter on Wednesday afternoon and the public will be observed intently to what extent the suggestions are actually implemented. budget discussions and social measures
