The common document states that "government, case law and security in the entire Palestinian area must only lie at the Palestinian Authority (PA), with appropriate international support." It is also required that "Hamas gives up its rule in the course of the end of the war in the Gaza Strip and hand over its weapons to the PA, supported by international engagement to enable a sovereign and independent Palestinian state."

The text also condemns the fatal attack of Hamas on Israel on October 7, 2023 and proposes the sending of a "temporary international stabilization group", which should work at the invitation of the PA and under the patronage of the United Nations.
