dr. Eckhard Rexroth, the first deputy of the district of North Saxony, said that the tractor is on a property that currently serves as a construction site area for the municipal utility. He adds that the district office is not directly responsible due to the urban property. Nevertheless, the lower soil protection authority of the district will take care of the expiring operating fluids and contact the city, to discuss the appropriate measures.

In terms of the disposal of the tractor, Rexroth expresses that responsibility is legally defined. The responsibility for the disposal or recycling of old vehicles on public areas lies at the North Saxony district. However, the question remains under what conditions the waste law applies if the possession of the tractor can be clearly determined.
