In a crucial meeting on October 2, the district council of the Mittelachsen district discussed several important points on the subject of civil protection and emergency services. The focus was on the debate about the upgrading of voluntary activities and the need to adapt the emergency services area.
One of the most remarkable changes concerned the compensation for volunteers in civil protection. The statutes were revised and the compensation was raised. Also new is the inclusion of deputy train leaders who are now also entitled to an allowance. "This should be understood as the recognition of volunteering," said Jacqueline Preiß and emphasized that the lack of time as well as the material and financial loads should be recognized. The district maintains ten units in disaster protection, which are managed by volunteers who ensure that necessary service and training plans as well as exercises are carried out.
Need for ambulances grows
Another central point of the session was the presentation of the area plan for the emergency services. On the basis of operational data from last year, an expert opinion was created that analyzed the need for rescue and patient transport cars in the various rescue guards. The result showed a particularly high need in the area of emergency rescue. An increased volume of use and longer treatment times on site mean that the technical requirements in the vehicles have to be better, but this also takes more time.
In this context, the area plan emergency service is adjusted. For 2025, the increase in active ambulances are provided by four and reserve vehicles by eleven. At the same time, two ambulances are to be dismantled. In addition, an intensive transport car is integrated into the plan for the first time.
In the district of Mittelachsen, there are a total of 17 rescue guards, which in 2023 mastered around 80,000 missions. This corresponds to an average of approximately 2,300 ambulances and 3,500 rescue operations per month. An emergency doctor was alerted in around 16 percent of the rescue missions.

Another aspect treated at the meeting was the report on disaster protection. For the first time, a comprehensive report on the provision and preparation for disaster events in the district had to be created. The analysis for 2023 floods identified and extreme weather conditions such as heavy button strikes and hail as the greatest risks for central Saxony. Jacqueline Preiß warned that the operating plans must be adjusted accordingly in order to effectively protect the population and the infrastructure from possible dangers. "We are fundamentally set up solidly," she emphasized. A forward -looking planning and investments in modern technologies are essential.
Last but not least, the district council also presented progress in using the educational ticket. According to an evaluation report, the number of users in Central Saxony rose to around 14,700 in 2023, although 15,200 people took the ticket in March. The district grants grants for pupils up to fourth grade at primary and special schools, which drops to 60 euros per year. In 2023, around 530,000 euros were spent on this family funding. The district spent a total of 12.3 million euros for the student transportation, with a forecast of 13 million euros for the coming year, which indicates a further increasing demand.Overall, the meeting of the district council illustrates the rapid changes and the need to meet the current requirements both in the area of emergency services and disaster protection.
