The Rhineland-Palatinate Cities Day warns of enormous difficulties in implementing the new all-day promotion law (GAFÖG), which will come into force from the school year 2026/2027. This law brings a legal right to all -day funding for primary school children, which means massive personnel and financial stress for the cities. Mayor Markus Zwick, also deputy chairman of the city day, expresses serious concerns about the risks that could endanger the realization of this project.

"The exact size of the financial burdens is still unclear, but it is feared that the municipalities will be burdened again without compensation," warns Zwick. This could further restrict and endanger municipal self -government. A catalog of measures with a volume of 2.14 million euros has already been set up in Pirmasens to make necessary conversions and adjustments. With a funding share of 70 percent, grants of 1.498 million euros are expected, while the city itself has to contribute 642,000 euros.

But the implementation remains peppered with many open questions. More care staff are urgently needed and the city plans to offer lunch, the costs of which can only be partially covered by parental contributions. In addition, offers for outskirts and holidays have to be created, and the premises must be equipped accordingly. Zwick describes the situation as uncertain because the city has not yet received any clear information on financial support for resources.

The city day summarizes the "dangers, problems and challenges" in a position paper and calls for a complete cost for the expenses resulting from the law from the state of Rhineland-Palatinate. So far, however, the country has not made a clear assignment of tasks, which endangers the financial claims of the municipalities. "In order to avoid questions of connexity, the legal text has been seen in such a way that a further state law design is not absolutely necessary," said the critical assessment from the city council. The situation remains tense and Pirmasens faces a stormy process.
