Almost three decades after its foundation in 1995, this special association, which is responsible for local public transport (public transport) in the Höxter and Paderborn counties, could soon be history. The alarming results of a structural report not only show an urgent need for optimization in the traffic planning area, but also massive problems in the organization of the Nph.

Since 2020 at the latest: bus traffic in the Hochstift rely on grants because the income no longer covers the costs. The solution? A new GmbH should take on the tasks of the NPH, in a completely different structure. End with the "watering can principle"! Instead, bus lines are to be bundled and organized more efficiently to secure basic care. Flexible offers such as minibuses or cars could close the gaps and keep an eye on the costs.

A large part of the transport costs are not necessary. The number of passengers per bus in the Höxter district is not bad, but there is still a lot of potential for saving. A change in lessons could drastically reduce the bus requirement at peak times. In addition, around ten percent of the students do not use the offer for various reasons, so these places should not be kept. The maximum waiting times could also be raised, and buses should only be used for 35 students.

The transport experts predict savings of up to one million euros annually in the Höxter district, while the savings potential in the Paderborn district could be even higher. At the same time, the current structural situation of the NPH is described as problematic. Responsibility for revenue and financing is inadequate, and the legal independence of the special -purpose association leads to decoupling the tasks from the district. The district and finance committee will be discussed on Thursday, October 31, on the plans for the foundation of a common GmbH with the district of Paderborn and the dissolution of the NPH. A change is imminent!
