Education disaster: Long path to funding ends in the fiasco!
Max Kaeß, a 25-year-old graduate of the IHK event specialist, is faced with unexpected financial difficulties after the repayment of his promotion BAföG has been certified. He had prepared for the exam for almost two years in addition to his professional activity and applied for the promotion BAföG to finance his school fees. Kaß, who works as a trained wholesale and foreign trade clerk and also works independently as a caterer, completed the further training, which took place in Düsseldorf, and passed the exam even half a year earlier.
After the successful completion, Kaß received a letter from the district office, in which he was informed that he had to pay back the BAföG funding because he had not fulfilled the required participation rate. For him, this recovery means a loss of around 3,500 euros, which he wanted to invest in his company. Kaß criticizes the education system, which in his opinion punishes her own initiative. He admits that he did not submit all the necessary homework at the beginning of the training, but he was actively trying to find a solution. He turned to District Administrator Elmar Stegmann, but received no positive feedback.

According to the district spokeswoman Sibylle Ehreiser, the promotion BAföG is a federal funding that is subject to certain conditions of participation. The legislator calls for a minimum participation of 70 percent of the lessons, otherwise a shortening of the training is evaluated like a demolition. In the meantime, Kaß has transferred the requested money.
The advanced training promotion law (AFBG) offers financial support for participants in professional advanced training courses. It aims to improve professional advanced opportunities and further training motivation and thus to secure the growth of skilled workers in the long term. The livelihood fee is granted as a non -repayable grant, while the costs for educational measures can be funded up to 15,000 euros. The funding is independent of the form of implementation, be it full -time or part -time, and also includes grants for material costs and special contributions for families.
These conditions ensure that the funding offers broad support for different professional groups, but are bound to strict participation specifications that, as in the case of Kaß, can lead to unexpected retrospective claims if they are not met.
