Berlin, Deutschland - The Federal Government has been working on a reform of civil service salary for years, which has become necessary due to a judgment of the Federal Constitutional Court of 2020. The court found that the salaries of many civil servants are inadequate and asked for an increase of at least 15 percent above the level of basic security, i.e. the citizen benefit.

In Bavaria, for example, there are already models in which the surcharge is based on the place of residence, with between 305.34 euros and 480.52 euros for the first child. The family's center of life thus plays a major role in financial support.

unions express concerns

Although the draft aims to improve the payment of the officials, the unions are dissatisfied. The DBB civil servant Association criticizes that the reform proposal is "contradictory and constitutionally extremely questionable". While the distance to basic security is preserved, the higher salary levels were not taken into account. In particular, it is criticized that only the lower grade should benefit from increases.

Verdi and the German Trade Union Confederation (DGB) join the objections by pointing out that the current plans do not offer fundamental reforms, but only selective changes that remain relevant. Christine Behle, the deputy chairwoman of Verdi, speaks of a "flick traisi" that resulted in due to the tight health insurers and the requirements of the Federal Constitutional Court.

The government is aiming to adopt the new law in May 2025, although there are still several hurdles to be overcome. The persistent criticism on the part of the unions could delay the implementation of the draft or even lead to a complete revision.
